Blinking Cursor at Top Left Corner

To assist you further I would like to know if the system is booting to Windows login screen or does it just stay on the blinking cursor screen?

After blinking of cursor, system moves forward normally and loads windows login screen. Thank you.

To isolate the issue, please disconnect all the external devices connected to the laptop, restart the system and check if the blank screen with blinking cursor occurs.

We can do a Clean boot to isolate the startup or service that is causing the issue. Follow the below mentioned steps for Clean boot:

1) Type “msconfig” in the Charms search box and press enter to open the “System Configuration” utility.
2) In the “General Tab”, click “Selective startup”, and uncheck the “Load startup items” check box.
3) Click “Services” tab, check the box for “Hide all Microsoft services”, and then click “Disable all”.
4) Click “OK”, and then click “Restart”.

After the clean boot, if the issue does not occur, open “System Configuration” utility again and enable any 3~4 startup items. Restart the computer to check if the problem occurs. Else, repeat this by enabling few other Start-up items at a time and restart the computer. Similarly, repeat the same steps with “Services” tab. Make a note of the Start-up item or service that's causing the black screen during boot process.

Kindly let me know the results. 

I had disabled all the "Start Up" items and the positive consequence is windows login screen loads faster than before.

Under the "Services" tab most of the items remain checked even after I pressed "Disabled all". Only few of them are unchecked. It says that "some secure Microsoft services may not be be disabled". Pls find the attached picture. Till this stage blinking cursor still appears at "Start Up". No devices connected.

Now, as per your suggestion, I have to gradually uncheck few items at a time under the "Services" tab and figure out which Items at "Start Up" is causing that. Kindly suggest me the most likely items that might have been causing that blinking cursor to ease the process as there are so many items under the services tab.

Also, my system is now booting on "Selective Start Up" mode instead of "Normal Start Up" mode. I hope its OK for now.

Since we have disabled the "Startup" and "Services", the system is in Selective Startup.

I would like to know, how long does the blinking cursor appears before the system boots to Windows. Also, how long the does it take for the system to boot to Windows?

To isolate which Startup or Service might be causing the Windows to boot slowly, we have to enable 2 or 3 startup items at a time and restart the computer. If boot time increases after enabling a Startup, we can again disable it and check for any difference.

Similarly, we need to enable 2 or 3 Services at a time and restart the computer. The Services that are currently not disabled are the Microsoft Services and they should never be disabled. In the Services tab, click the box for "Hide all Microsoft Services" to view the services that we have disabled earlier. Then, continue enabling few services at a time to check if any of the service is impacting the boot time.
