If the cursor is not blinking in a rhythmic fashion, as though a theme option causing the behavior has been enabled, then there are several possible causes for the behavior. You don't say what all you have attempted with Tech Support, so starting at the beginning of the diagnostic process again, one of the most common causes of blinking cursors is to be low on resources free or memory. You should go to Start | Run | enter msconfig in the field and OK the run. Choose the Startup tab. Make a list of all the checked boxes you have here. Get online and take the list to Denny Denham's Resource Management website. This will tell you what of your checked boxes are safe to uncheck. The more of them that do get unchecked, the better and faster your system will run; the result of unchecking the boxes is that those applications no longer load into the background when your system boots up, sapping your resources free.

Watch how much multitasking is going on; too much will sap both resources free and memory if the products involved are intensive such as rendering programs.

Another thing to consider is how long you leave your system up before restarting it. An occasional restart helps out in this area, and I have found that our systems benefit from being shut down for a several hour period each day.

Finally, you may want to uninstall and reinstall your mouse software, in the event that it has become corrupted. You may want to check the options over in the mouse software to be sure that nothing there might be causing the behavior as well.
