Power on, press F12 immediately, and choose the Dell Diagnostics from the menu. Run a full system test including an extended test of the memory (RAM) and hard drive.

I had this problem on my Dell a few months ago. Fixed it by downloading Service Pack 2 for XP. The service pack fixes random BSoD 0x08E errors.
