This is actually an issue with windows ME when reinstalling USB devices. Check on this link

OR
Important: Do not exit the wizard.
Click Start, select Search and choose For Files or Folders.
Under Look in, select the computer's hard drive.
Type base2.cab and click Search Now.
Write down the location of the file.
Note: If the base2.cab file was not found on the hard drive, insert the Windows install CD and repeat the above steps to find the file on the CD.
From the Add New Hardware Wizard, click the Browse button.
Locate the base2.cab file you wrote down and click OK.

Insert the Windows Operating System CD...close any boxes that open.
1. Click Start-Run
2. Type MISCONFIG and then click OK
3. Click the Extract button
4. Type in USBNTMAP.SYS and then click Start
5. In the "Restore From" box, type in D:\win9x
6. In the "Save File In" box, type C:\windows\system and then click OK
7. You may be prompted to restart the computer.
