Can't Boot Up

When I turn my computer on and hit the icon with my name the following error message shows up, if I hit ok on the error message all I get is a blank blue dell screen no icons, nothing.
 
Explorer. EXE- Application Error
The application failed to initialize properly.
 
Please help as I work from home for Homeland Security and desperately need my computer

Try to shut down the computer completely by pressing the power button for about 5 seconds if you really cant see anything on the desktop. Then turn it back on again.

Try to boot up to safe mode. When you see the dell logo, keep on tapping the F8 key and then choose safe mode on windows advance boot options. Log in to the administrator account then. If you don't recieve the error message, it might be software being loaded at your account's startup so try to make a new account and then check if you would still get the error.

We recently has the Verizon Fiber Optic hooked up but when we called their support they told me it was my computer so am trying all angles, I also believe a software like clean sweep was trying to install when the computer initially died

thanks will give it a try when I get home and if it does not work will post message on Monday. Thanks and will let you knowhow it goes, do you have an other ideas I could try if this doesn't work
