Check Signal cable - Input selector error message

Dear Dell Forum,
need some advise on this. I got a Dell Dimension 8200 P4 MT 1.8GHz with a Dell P991 Ultrascan monitor and keep getting error message "Check signal cable - input selector error message" every time I try to start the computer. I just cannot get the computer to work anymore. I suspected the Graphic card was bad so I tested with another one but with same results. I then used a different monitor but with same results.
 
Does anyone have an idea on how to solve this error (motherboard, power management etc....)?

ps. I am using WIN XP home edition. Computer is from 2002.

So wait, you get the same message even if you try your computer with a different monitor, AND if you try a different computer with the same monitor?

Have you tried different VGA cables?

Does this monitor have multiple inputs-is it set to the correct one?

Have you tried booting to safe mode? Does it display then? (Or display in the BIOS screens prior to loading Windows?)
