Code 39 Windows cannot load the Device driver for this hardware (NEC NR-7800A). The device may be corrupt or missing

My CD-Rom does not work.  When I turn on the machine, a yellow light comes on for a brief moment and then disappears. No other "lights" ever come on.  When I check on "explore" to see what might be on a disk, the D-drive is missing from the list of contents -- as though it is not there.

I have tried to download drivers from this website and run them, and nothing seems to be happening....

Is the CD-Rom broken, or is this a registry problem?
