computer won't boot up HELP!!!!!!!!!!!!!!!!!!!!!!!!!

hi.
 
when I start the computer the dell screen comes up the the windows screen comes up
and the it goes to a black screen that tells me that the computer was shut down wrong or
power was turn off. It tell me to choose to go to safe mode or two other safe mode ????/ or
start windows. Each time I choose one of these it runs thru the same 1st dell screen then windows, but windows never comes up.......I was told I may need to do a system recovery.

I have tried the Last known good configuration feature   it doesn't work.

First try running Dell diagnostics extended test on the system. Reboot the computer, when the Dell logo appears, press F12, a boot device list appears, highlight the "Boot to Utility" partition and press "Enter".
 
You could use the Dell PC Restore feature,

Are there any error messages?   If there are, then post the full text of them.
 
Try using the "Last Known Good Configuration" feature,

I have already try both of these and nothing helping.

Perform a PC Restore of the operating system  ctrl + F11, then release together didn't work

my pc went back to the same screen as before.

As you ran diagnostics, what were the results?
 
Regards to PC Restore, try using these procedures.
 
Power the computer on, don't use a restart.

When the black screen with the Dell Logo in the top blue bar appears, press and hold the Ctrl key on the keyboard, then press the F11 key, then release them both at the same time.   The Dell PC Restore by Symantec window should appear.

NOTE: Only press the keys one time, if you press them more than once you will receive a keyboard error and will have to start the process over.

Click the Restore button. A caution message appears advising that all data will be lost.
Click the Confirm button. The progress window appears, and when the restore is complete, the message "The system recovery process was  successful" should appear.

Click the Finish button and the computer should restart.
