Try pressing F12 at the Dell splash screen with the CD in the drive. This should give you a boot menu which will allow you to choose to boot from the CD/DVD drive.
You're going to want to attempt a WinXP repair install.
Try this first. Press the F8 key during boot. You should get a screen with several options like safe mode. Select Boot to last known good configuration. If this doesn't work, try the repair installation.
