You need to provide more information.  What kind of internet connection do you have (cable, dsl, dialup)?  If cable or dsl, are you connecting through a router?  Which model computer do you have?  Which version of Windows are you running?

Check to see if you have a modem installed.  First go to Device Manager and click the + sign next to modems.  Is there a modem listed there?  If so what make and model modem does it show?  If not, check to see if you have a modem physically installed.   See the following document for your system:

Are you now having problems loading Windows XP?  What do you mean by that statement? Have you tried reinstalling the drivers for the modem?

I am able to connect to the internet (thru a temp connection, provided by by ISP) But my system contiunes to display loading..which never loads. Ive checked the modem it is installed & running.I had thought this might be a WindowsXP problem which i could fix by updating my windows XP..but im unable to connect to the update site, because of this connecting problem. i am using a laptop Inspiron 1150 ..dial-up conncetion with WindowsXP. Thanks

What program are you trying to run when you say it displays "loading"?  What do you mean when you say can connect to the internet through a "temporary connection"?  Unless you can better describe what is going on, it is going to be very difficult to help you.

Why can't you download the software on the connection you are using to read this message?  Of course reformatting, reinstalling Windows, and reinstalling all drivers is likely going to correct all of your problems, it will be a long process.   Make sure you back up everything you have added and want to keep before you reformat.   Have you checked your system for viruses and spyware?

I am trying to load Internet Explorer. My ISP software had a dialer error, therefore i contacted them..a tech walked me thru a temp setup to be able to connect to the internet , then go to their website to download the latest version for my Internet Connection. But with I.E not loading i am not able to do so. Would you recommend i reinstall WindowsXP or perhaps the Dell "Inspiron" system Software w/ device drivers & diagnostics & utilites? I have both these CD's. Thanks
