Dell 4700 problem

Question

My Dell 4700 is acting weird. Hopefully it's a quick fix.
When I start it up only the background shows? The start menu and icons arent there.
I tried the right click thing where you can hide the icons but thats not the case.

Does it do the same in Safe Mode (F8 at startup)?

haven't tried that yet. what if it works in safe mode, then what?

I did the diagnostics and everything passed.

Are you up to date on all critical patches? Yes
Do you have current, real-time antivirus and firewall protection? No
Have you scanned for and removed all spyware? Yes

Run the Dell diagnostics (F12 at startup). If the drive passes, and the system works in safe mode:

Are you up to date on all critical patches?
Do you have current, real-time antivirus and firewall protection?
Have you scanned for and removed all spyware?
