Dell DE051 Series [PROBLEM]
Each time I'm trying to startup my pc it shows a message saying
Phoenix ROM BIOS Plus Version 1.12 A00

It would be great if someone could give me an idea of what could be happening and a way to solve it.

Odd messages like that come with a failing motherboard battery. You can try replacing the battery. If you are sure the battery is good try setting the BIOS settings for the floppy and the drives. I'm not sure what model you have, but it sounds like it thinks the second drive on each IDE connector is not working. Possibly, you don't have those drives and they should be disabled in the BIOS.

Boot to the BIOS (F2 at Dell Screen) and check the time and date. If the time and date are wrong, then replace the coin cell battery (CR2032) available at any watch battery location, or most automotive centers (Same battery as many key fobs) Once replaced, set time and date then reset the motherboard with the instructions listed in next paragraph.
If the date and time are correct, reset the bios defaults (Turn on all keyboard lights [Numlock, Capslock, scroll lock] then press ALT+E, ALT+F then disable the Diskette Drive and the Diskette Interface under Integrated Devices (Since you are getting the floppy diskette error it is assumed you don't have a floppy drive) save and exit the BIOS. This process will force re-detection of all drives in the system. If the drives are working normally, the system should then boot to Windows. If and drives continue not to be detected, then a drive or cable problem may exist.

The model involved is a Dimension 1100 / B110.
Given the age of the system, a replacing the battery is would be my first option as Peter345 suggested.
