Did it work before resetting the BIOS (CMOS Memory)?  If it did, I would reset the CMOS Memory again with the PC powered off by removing the CR2032 backup battery for at least 10 minutes (Intel says 15 minutes on their motherboards).  Then try it again.  Make sure you are connecting to a Rear USB port and not a front port or not through a USB hub.

However, if it didn't work before and why you reset the BIOS then it's a motherboard problem. Did you try to update the BIOS and it failed and corrupted the BIOS? If you did the ONLY recourse is to replace the motherboard.  I would not put over $100 to $125 into it.  If it's more than that you are better off buying a new PC.  I have a Dimension E510 which is from the same era and if it were to develop a motherboard problem it would not be repaired.

BTW: if the keyboard and mouse work with the powered hub, but not without, you still have a relatively inexpensive work-around, at least until you're ready to buy a new system.

Have you/they tried all rear USB ports?

Two things to try:

1. Power off and unplug

Press/hold power button for ~15 sec

Open the case and remove motherboard battery

Press/hold power button for ~30 sec

Leave it unplugged, without the battery for several hours or overnight.

Reinstall the battery (right-side-up) and try to boot now.

2. If that doesn't work, sometimes an externally powered USB hub with its own power brick will work. Plug the brick into the wall and the hub into a rear USB port. Plug mouse and keyboard in through the hub.

If keyboard works with the hub, while at the desktop, disconnect the keyboard from the hub, leaving the hub connected to the PC. Now connect the keyboard to a different rear USB port. If  the keyboard is recognized again, reboot without changing anything.  If the keyboard is recognized after rebooting, disconnect the powered hub and reboot once more. And if you're lucky things will be 'normal' again.

Otherwise, you may need a new motherboard...
