Dell Mouse - changing scroll button settings

I just installed a new Optiplex 745 for a client who was previously able to change the settings on her old mouse to double click when she pressed the scroll button. I have tried an optical mouse and one with the roller ball, but have been unable to find this setting. Please advise.
