There is an issue with Windows compatibility on new PC's with the "OEM" version of Windows XP.  I have an Olympus digital camera and on my old system, that was upgraded to Windows XP, the camera works and when I plug it in, the Windows Camera and Scanner Wizard comes up and allows transfer for pictures to the hard drive.  However, on my new PC, with the OEM Windows XP installed (and it doesn't matter whether it's XP Home or XP Pro) the camera attaches but the Camera and Scanner Wizard does not come up.  However, I'm able to transfer pictures to the hard drive using the Windows Explorer.

Connect the camera and even if you get the error message, open the Windows Explorer and see if you can access the camera through a drive letter and transfer pictures. 

I have a camera memory card reader and it works the same way with the card reader.  The issue is the format on the memory card.  With Windows XP, they developed a new standard "Windows Image Acquistion (WIA) and if the camera is not WIA (technically Windows XP compatible) it should still connect but you have to use the Windows Explorer to copy pictures.

However, if it is a USB port issue on the new PC, uninstall the USB in the Windows Device Manager and then restart Windows and let Windows reinstall it.  See if that helps.  You could also reinstall the USB chipset drivers from the Dell drivers CD.
