Dimension 8400 start up problem

When turning on the PC it constantly is trying to reboot.  A blue screen appears and it says " computer is being shut down to prevent damage to your computer"
 
Then it says "?AD_POOL_CALLER"  The first character is not visible before the AD.
 
At the bottom of the screen it says:
 
**Stop:  0x000000c2  (0x00000043, 0xCD730000, 0x00000000, 0x00000000)  Also-These numbers seem to change a bit
 
This repeats itself alternating with the Windows XP screen.
 
I have tried to put the reinstallation CD in but nothing happens.  I would like to repair but would consider total wipe out and re-install.

Stop 0x000000C2 or BAD_POOL_CALLER---This occurs when a kernel-mode process or driver attempts to perform an illegal memory allocation and is generally due to a driver or software bug.

When did the computer stop working ?

Have you tried booting up in safe mode and checking if you have any bad drivers?
 
If you can't get this error licked, you could try repairing your installation of XP.  This would require inserting the XP install disk and selecting repair.

To get the computer to boot up off of the CD:
 
You will need to go into the BIOS by repeatedly pressing F2 as your computer just starts to boot while Dell logo is on screen.
 
Then you will want to set it up to boot from CD Drive before Hard Drive:
-Select boot sequence
-Re-arrange the boot sequence so that the CD Drive is at top of the list, then Hard Drive
 
Save BIOS and exit.

Driver or software bug???????  IT is my kids PC so I don't doubt it.
 
Tried in safe mode but can't seem to get anywhere.  Maybe I am not doing this correctly.  It does not prompt me to do anything.  I am a bit of a novice and I appreciate your help.
 
Also.......I put the installation disk in but nothing happens when I restart the PC.  It is like it is not being recognized.  Is there a way to override to make it recognized?

I did this and still nothing happened.  I even tried restoring to defaults.  It is still not recognizing the installation CD.  Any other ideas?

press F12 to get into one time boot menu at startup instead of F2 or try PC restore..clear NV RAM and Clear Flea power...then boot from IDE/SATA CD/DVD...make sure that the CD does not have scratches (clean with dry cloth)

When I do F12 the following appears:
Boot device menu
 
Onboard or USD CD-Rom Drive
Onboard Sata Hard Drive
 
System Set Up
Hard Drive Diagnostics
Boot to Utility Partition
 
I have tried all of these......Installationation disk does not run....It does not seem to be scratched and I have cleaned it.
 
I get the messge  press F1 to retry reboot or F2 for setup utility.   F1 does not work and F2 I have tried  a couple of things but not sure what step to take.  Any thoughts?
