If its a motherboard, only another E521 motherboard will fit and work properly. Dell uses a proprietary front panel connector in most Dimension's. You will have to make a decision on whether you want to take a chance with a motherboard or put the $$ into a current technology model. After you spend whatever $$ you put into it, you will still have the "old" PC.
HERE is one source for a refurbished motherboard. I know nothing about this company other than finding them every time I do a google search for a Dell motherboard, and that they have been around for quite a while.

Can you confirm the model number. There is no Dimension E541. Only E510, E520, E521 listed in the E500 series Dimension desktops.
Is the power button solid amber or flashing amber?

i apologize. it is an e 521 and the light is solid amber.

These are the suggestions for a steady amber power light from the Dell manual. (Do you get any beeps when you power it on?).
If the power light is steady amber, a device might be malfunctioning or
incorrectly installed.
Remove and then reinstall any cards
if applicable
