Display problems

I have a 1701 Dell Flat Panel monitor which has 2 cables, a standard VGA plug and a DVI cable,  to connect to the video card, the video card is an ATI Radeon 9800 with output for VGA and DVI (analog vs digital).  Can I connect both cables from the monitor into the video card? If not, which is better?
 
As usual the information that came with the monitor and graphics card is ambiguous as ever.

If you have the option, use DVI.

Okay now I plugged the DVI cable into the appropriate connection and the monitor does not recognize the digital signal.  I loaded the monitor drivers as well as the video card drivers and it still does not work.

I found out that the input cable for the monitor is DVI-D and the output connection on the video card is DVI-I, could the connections be incompatable?

What is the difference in the picture quality, between a digital vs analog signal?
