XPS 630I has Error code 2000 - 0233. This appears to be a real time clock error. Is a chip easily replacable?

Only if you're expert at working on printed circuit boards, can get the right chip and flash it with Dell BIOS.
Have you used this Enhanced Assessment Wizard to see if it can give you any more details about what's causing the problem?
If that doesn't help, you might try clearing BIOS:
