Only if you're expert at working on printed circuit boards, can get the right chip and flash it with Dell BIOS.

Have you used this Enhanced Assessment Wizard to see if it can give you any more details about what's causing the problem?

If that doesn't help, you might try clearing BIOS:

  • Power off, unplug
  • Press/hold power button for ~15 sec
  • Remove motherboard battery
  • Press/hold power button for ~30 sec
  • Reinstall battery - Use a fresh battery if this one is more than ~2-3 years old
  • Close case and try to boot with only mouse, monitor and keyboard connected
