I think that something in your computer is not supported by win95. Maybe the processor...the hard drive...the computer?

In addition to Chargers recommended sites, this page has instructions on how to apply the fix manually that was mentioned in KB article Q192841 .
You want to use Option 2 ( for those who cannot get into Safe Mode to apply fix).
The KB article Q192841 basically applies to an AMD K6/2 issue.
This link states that the download file AMDK6upd.exe would apply to Intel 's experiencing the same problem.

If you decide to try this fix and it works, post back. It is a good way to find out if that patch and manual application of it, works as publicized.
I applied the fix the Compaq site is referring to doing the manual install. Although you just need to extract the files and then boot to the command prompt instead of making a boot floppy. Booted up fine after that. The next issue at hand will be finding compatable drivers to work on the ATI Rage Ultra and Windows95
Just another note, the Win98 drivers for the Rage Ultra work on most things but not on the Direct X Texture Acceleration. You can get the drivers on the dell support site for Win98 but Dell says there are no supporting drivers for Win95. I imagine anyone downgrading to 95 isnt going to care much about 3D Texture acceleration on a Win95 machine.
I had the same problem with my Dimension 4400 P4-1.7 system. I copied the extracted files to the proper locations and it works great. Thanks for the helpful information.

Had the same problem on my (new) Dimension 8250 during initial clean installation of Windows 95 OSR 2.1 on extended partition (logical = D); F-Disk (Fat32) formatting ; "Error While Initializing Device IOS: Windows Protection Error. Please restart your computer." I also couldn't get WIN95 into Safe Mode. I followed Pamela's suggestion and off to http://www.compaq.com/support/techpubs/customer_advisories/DB010327_CW01_2.html I go (sorry - newbie, no time to figure out how to make that a link). Followed instructions for option 2, manual installation (note, however, to copy the files to the correct logical drive - where you installed WIN95, D in my case.) Once I loaded ALL files WIN95 completed its installation sequence. Now I just need to get a few drivers for '95: nic and video(?) at least.
