Check this MS KB article. It will tell you how to re-register the MS Installer within Windows or how to reinstall the installer files.

The Microsoft Installer is also part of MS Works Suite. If the procedures in the MS KB articles do not fix this for you, you can try reinstalling MS Works Suite if you have it on your computer.
