Frozen at Startup

Question

My backup computer, a Dimension 8400 with XP freezes part way at Start Up. All the icons are there on the Desktop, and the program icons are in the tray, so all those programs appear to have load noramlly. The cursor displays, but nothing happens when I press on any icon. Alt-Ctrl-Delete will not bring up the task manager, and the Start does not work so I have to shut it off with the power switch. Is there another other way I can start this to begin to find out what the problem is.

Given the age of this model the drive is likely bad and too far gone to be backed up.

If the drive was bad, why would it power up and display the desktop at all. Is there some diagnostic I can get into when it is booting up.
