Top left (Product Support) -> User guides -> Systems -> Optiplex -> GX620 -> select appropriate chassis size and look for the section on how to replace parts.
I eventually worked it out the arrow on the slide seemed to indicate diferent direction and hole in the slide looked like a lock. Anyway problem solved

Just slide the release latch at back of chassis.
rotate the cover and take cover away from chassis.
