Help me fix my unknown problem please.

I recently attempted to install Norton Internet Security 2006, and midway through my computer forgot how to run any applications, programs, or open any files. I am unable to perform a system restore. I've tried repairing the Windows XP OS with the disk. Midway through the process an error popped up stating
                                                               COM+ Setup Error

Sub component COM+ raised an exception while proccessing the
                            OC_COMPLETE_INSTALLATION setup message.
                            d:\nt\com\com1x\src\complussetup\comsetup\csetuputil.cpp(line 3406)
                            Error Code=0x8007007f

the specified procedure could not be found.
Failed to load the library "C:\WINDOWS\System32\catsrv.dll".

Com+ is an XP component. If it's missing or it's registry key is damaged, you may not be able to do a Repair Reinstall.

Reboot and press F8, select: last known good. If that doesn't do it, and if your system was shipped after July 14-2004, you could use the PC Restore partition on the HD. Reboot and press ctrl-F11 before XP loads. Follow the prompts and it will reset your system exactly the way Dell shipped. All your personal files and XP Pupdates will be lost so I hope you've backed up recently.

You may want to post this on the Software-XP forum for some input from the resident experts over there before doing much more.
