Improper windows shutdown

My computer is a dell dimension L800r, windows ME, single
hard drive, 128 M ram, Sound Card, 56k Modem, CD R/W.

I just updated my system BIOS from version A08 to
version A14. This crashed my computer to the level
of booting to before the system before the setup menu.

I talked to customer service, who could not recommend
anything, they finally said the mother board was << >>

Their only recommendation was to disconnect every thing
from the mother board. This actually worked, but had to
adjust the jumper on my burner to cable select.

Work's fine, but now when I shut down windows ME.
The monitor does not shut down, the keyboard is frozen
(with the NUM LOCK on).


The CPU unit shuts down and light turn off, but the hard
drive is still powered up.
I have to hold the power button in to shut this down.
Then when I start windows, it starts Scandisk.

Any help out there?
