How do you know that Dell is shipping w/it installed?

Check for the directory C:/Program Files/Intel/Intel Application Accelerator. Or, you can pull up the IDE channel properties in Device Manager. If there is no Advanced Tab allowing you to set IDE speed options then IAA is installed.
Actually you MAY not have got it wrong. If your friend has a PIII 800 installed on a motherboard which has an Intel 815 chipset for example, your advice would be correct. (Dell 4100's were made this way) The key is the chip set being used on the motherboard rather than the processor itself. No apology necessary - that is what the forum is here for - to learn. The forum allows us to share our knowledge and learn from each other. All of us, including myself, along with the most knowledgeable regulars have learned from others on this forum. So don't be afraid to ask questions or to make an occasional mistake. Better to post it and learn than to compound a problem with lack of knowledge or understanding.
Refer to my earlier post providing a link to the Intel web site which lists the chipsets which require the accelerator. Your machine (8300) has the Intel 875 chip set. The IAA is for 800 series chip sets through the 860 only. The 8300 does not use the Intel Application Accelerator.

Wrong, the IAA works with most 800 series chipsets both P3s and P4s

Use the directions given in Gen-An's post to determine if it is in fact installed. If it is not, check here:
http://www.intel.com/support/chipsets/iaa/suppchip.htm to make sure your chip set is supported (which does include some chip sets used for P3's). If you have a supported chip set install the Accelerator.
