Invalid system configuration data - run configuration utility ERROR

I have a Dimension XPS P75 and get this error during POST.  If I press to enter the BIOS config, everything looks valid.  Can someone point me to a configuration utility?  When I boot from a 98 startup diskette and select CD-ROM support, it doesn't load the mscdex driver and I have no way to access the CD-ROM drive.

I need to wipe and load the PC.

Are you able to get past post or not??  Either way, just sign in here, <ADMIN NOTE: Broken link has been removed from this post by Dell> and look for a system diagnostic software under downloads, and run that on your system to see if you have a hardware failure....

I am able to get past the POST, It does load Windows 98, build the desktop and starts to display the Welcome Screen and that's where it ends.  The PC is hung, caps and num locks are dead, no mouse either.

I found an IDE diagnostic ver.1.32 from the link you gave me.  It fails on the identity test -> unsupported device, then ends.

I took a HDD and CD-ROM from another PC and get the same results.  Starting to look more like an IDE bus issue with the motherboard.  

I haven't found the "system configuration utility" from the download site that the POST is referring to.  Is that something you can e-mail to me?

This is a very old computer, so the terminology is probably different than in more recent models.  I believe that the System Configuration Utility the message is refrerring to is what is now called the System Setup program or the BIOS setup program.  To run, this, try pressing the Delete key immediately after starting your computer.  You can also try clearing NVRAM which will cause the BIOS to redetect all attached devices.  Instructions for clearing NVRAM can be found at:
