Define "crashed". Also tell us if you recently installed new hardware or software, and what you were doing when the problem started. The more info you provide the easier it will be for somebody to help.

Did you install any of the drivers for the 8400? You should have gotten a CD with the drivers on it. Typical installation order is:
XP
Dell's Desktop System Software for the 8400
Chipset driver
Video driver
Audio driver
Network card driver
Modem driver
Any other drivers.
If you didn't install them, it's not going to work properly. If you don't have a drivers CD, download them on any other computer (PC or Mac) and burn onto a CD for installation on the 8400.
Follow this link to find the drivers you need:

Which drivers have you successfully installed? And unless you tell us exactly which driver you're still trying to install (and how) and what the problem is and/or exact error message, we won't be able to help.
There is no "driver for the internet". There's a driver for the network card (if you use one), for your modem, for the router (if you use one) etc. etc. There's probably also some software from your internet service provider that needs to be reinstalled too.
Again, the more details you provide, the more likely somebody can figure out the problem and help you fix it.

You'll need to know what hardware is installed your in system so open Device Manager and go down the list to ID each component, eg display adaptor, audio card, CD and DVD drives, modem, network adaptor. Copy down each item exactly.
Then on the page at above link, put in your service tag number (look for a Dell sticker on the tower). Go down the list of drivers that appears and download the driver for each item you found in listed Device Manager. Also download the Chipset Driver and Dell's Desktop System Software. You can do this on any PC. It doesn't have to be the problem PC. Burn all the drivers onto a CD.
Boot the Dell and insert the CD. Double-click Desktop System Software (DSS) on the CD to install it. Reboot. Now do the same to install the Chipset Driver. Reboot.
Then install all the other drivers, in order:
Display (Video) driver
Audio driver
Network driver
Modem driver
etc.
You shouldn't have to reboot after installing each of these, but it couldn't hurt. When you're done and rebooted. Check Device Manager to make sure nothing is marked with yellow ! or red X.
Sorry, no phone calls allowed, but maybe you have a friend in your area who knows about PCs and can help.
