Any local PC repair shop should be able to help you.  You won't get much help on here, first this is a software issue not a hardware issue (the forum section you posted in).  However, as many potential stolen PC questions such as this come up, the regulars on this forum tend to shy away from them.  Yours may be completely legitimate but we don't know that.   For that reason the suggestion to take it to a local PC shop is the best option.

I just recently bought a used Dell 2350 for my son from a private owner.. It was sold to me by the son of the man who owned it and it is set with a password that he has no idea what it is... How can I get around this problem so that I can use this computer?

You could try using the 'Clearing Forgotten Passwords' jumper on the motherboard. The instructions are on page 97 of the owners manual HERE, it is in PDF form.

THIS will show you the location of the Password J16 jumper.
