Low virtual memory error msg

Hi,
 
I just installed an external USB CD-RW drive (Sony Spressa) on a Dimension 4500S (system tag G8PSW11). After rebooting the pc I get an error msg just before the Win XP boots stating "Out of virtual memory" then I am directed to go to the Control Panel to increase the virtual memory.
 
My problem is that I can't even get to the control panel to adjust the virtual memory since the Win XP won't  boot any further.
 
I also can't get to a restore point since the Win XP won't boot up.
 
I tried to use the Resource CD to reinstall the Win XP but I don't seem to have that CD.
 
What do I do?

can you get in via safe mode?

I was able to get into Safe Mode once, but not since then.

I just found out that you can enter Safe Mode via the F8 key. Once I enter safe mode where do I go from there?

If low on "virtual memory", you increase it by right clicking on "My Computer", "Properties", "Advanced" Tab, Under "performance" click "settings", click the "advanced" tab, in the bottom right corner click "Change", and change the "intial size" to "2" and "maximum size" to "1024"
