Missing iertutil.dll

I am looking for HELP finding my Missing iertutil.dll file. I have Tried A lot of Places Including PURCHASING software to Replace this File-Not Working. Everytime I try to Down load things I get this Missing iertutil.dll  . I am beginning to GIVE up-everything says the same-will find-will replace-will-will. BUT NO LUCK-things just aren't working out. IS there a place-say ON my PC that I can go to that will tell me HOW to(in simple English) to Restore this File???
I have a Dell windowsxp home. version 2002 service pack 2.

That is from IE 7 and you can download (presumably ... I haven't tried it so be careful) here.

Normally, if files start disappearing, you have a more significant problem: HD corruption, virus, etc.

I would run chkdsk and full malware scan.

Right click on the drive in Windows explorer and select Properties/Tool/Error-checking.

You should run a virus scan. If you don't have one, you can download AVG free here.

You should run a spyware scanner like Adaware (also free). You can get it here.

How do I run : chkdsk and full malware scan? The First part there is the Place I Purchased Uniblu-Didn't work........

WHERE do I find the Drive......I'm sorry I am Not good at this PC stuff.....
Yes Have AVG and ADWARE-will run as soon as I do the First thing....Right Click on Drive????

If you can't find the drive in Windows explorer, then maybe you need to find someone to help you. Can you start Windows explorer? If so, open My Computer. Then right click on the drive (e.g. C: ) in question. I don't know how to say it any better than that.

THANKS for all your Help and Patience-Did all the above.......Everything Checked out OK. Still Missing that DLL. Even tried setting PC back to earlier date-Didn't help.
