Stalker2112,

How does it look in safemode?
* Power the system off
* Power the system on
* At the blue Dell, tap F8 to bring up the Windows boot menu
* Scroll to and select Safe Mode [Press the Enter Key]
* Select the first or only operating system [Press the Enter Key]

What about during the monitor Self Test?
* Turn off the monitor
* While troubleshooting, the monitor power cord should be plugged directly into a wall socket (no UPS or surge protectors)
* Unplug the monitor video cable (either the VGA or DVI) from the back of the computer. They should never be connected at the same time to the same video card
* Turn on the monitor
* The floating dialog box should appear on-screen (against a black background)
* Does the dialog box float around the screen without any visual problems? If yes, the monitor is working. Look to the video card driver or the video card itself as the culprit

You have the Dimension 8300 witht he Ati Radeon 9800 video card.
* Disconnect the monitor from the video card
* Power the PC off
* Open the PC case cover
* Remove the retaining screw or lift the lever for the video card
* Remove and reseat the card
* Replace the screw or press the green lever down
* Replace the cover
* Reattach the monitor to the video card
* Check the PC out

If still no go, reload the Ati catalyst drivers. Read this.

Your Radeon 9800 is kaput.  Those are the classic symptoms that I experienced and have read here a countless number of times.

Look for a replacement.  I would strongly recommend the 7600gs or 7600gt from nvidia.  Avoid the ASUS 7600gs and BFG 7600gt.  For whatever reason, the cards are problematic in older Dells.

Sadly there isn't anything in the ATi camp to recommend.  I would avoid any of the x1300, x1600, x1650 cards as they too seem problematic.

Typically you'll find the best selection and price @ www.newegg.com

Good Luck

In your first post, you said "FLAT PANEL DISPLAY, 17, DUAL"......do you mean dual monitors - dualview?

If this is the case (you are using dual monitors), move the monitors apart from eachother(about one to one and a half feet) and see if that helps.

Ofcourse, I may be way off and you won't notice a thing.

I have the same proplem actually. I have a Dimension 5100 with Radeon X1300 SE HyperMemory PCI-E card and a  Dell E173FP 17 inch LCD monitor. I hope these last tips will solve my problem.
