The USB ports are just whatever is on the motherboard. I hear your frustration on the 3.0 ports being only on the back, but I think that's where most people put their more demanding devices, such as external hard drives.
I do not know if the USB hub on your monitor supports 3.0. The ports for 2.0 and 3.0 are a bit different. You'll need to check the documentation of your monitor.
Ok, searched a number of ways on the Dell site and could not find anything. But at least goggle is better and found the manual and setup guide. But neither one tell you is my monitor has USB 2.0 or 3.0

I cant find a manual or this monitor even listed on the Dell website.
Searched for Dell 2408 and nothing. Even searched thru their list of monitors.

The manual says the ports are USB 2.0 (p 11).
