Can't help much without knowing what computer model and operating system it is.

But in the past, the 2 things I recall being posted as solutions were:  

A) updating the video drivers (seemed to be mostly a problem with certain ATI video cards)

B) adjusting mouse pointer settings in control panel - e.g, turning off the Vista Aero pointer theme.
