You might get some help by running IE Repair via Add/Remove Programs, but for the most part, that seems to be a common error that occurs when you try to do something too fast in the "new and improved" Hotmail. If you wait a few seconds after pressing the Compose Message or New Message (or whatever it's called) link, for the whole thing to stabilize, that seems to prevent those errors from occurring, in most cases. MS is aware of the problem, but I haven't heard anything about any improvements they've made to fix the issue.
