need Windows install CD

Question

My hard disk crashed and I need a Windows install CD.  This hapenned to me once before and Dell sent it.  But now my computer is out of warranty and the site won't even let me contact support to request it.  Now what?

No... I have 2 computers... I didn't lose any CD.  The first computer I was able to get the CD.  The second one I need the CD.
