Operating System boot up

On booting up, I am receiving an error msg that Explorer has caused an invalid page fault in EXPLORER.EXE. Icons, taskbar, and functunality are gone. I also receive msg in SAFE MODE so am unable to correct problem there. Autoexec.bat and config.sys appear same. I went into DOS and tried to use uninstaller for last program loaded, but it doesn't work in DOS, and simply removing program will probably not work as the problem is possibly with what it did to another program - Explorer. Any suggestions on how to get back into computer?

zygo,

Do you have an emergency boot disk? If so, turn off your computer. Insert the floppy disk #1 into the floppy disk drive then reboot. At the Dell startup screen press F8. Try safe mode or the option to confirm each boot up command. Might work. Or maybe you could boot into DOS and use the del (delete) command, eg. C:>\del a.b where a=the last program setup program file name and b=the extension (likely .exe). If you did not install it on C drive, you need to specify the path before the file name. Problem is, it probably won't be completely removed. Maybe you better call Dell and have your Dell Diagnostic floppies on hand.
