I have an Optiplex 280 with same problem described above. At the beginning I tried to start the computer  again and again and than it was possible to start OS. I updated BIOS to A08 but it doesn't help. It seems to help. But after a few days the computer won't start anymore (only amber power indicator and the loud fan). I tried to use the TCRRST jumper with no success. Now I got the same behaviour on next Optiplex 280.

solid orange power light usually indicates failed motherboard or cpu.

you might try disconnecting all peripheral devices...usp, pci...anything... to see if it will power on correctly.  if no fix...

remove the ram module(s) and atempt to power on.  if the motherboard id ok you should hear 'memory error' beeps from the motherboard.  if no beeps... your motherboard &/or cpu is hosed.

I'm having the same exact problem.  Dell Support told me it could be my power supply that went out.  I don't know if this is the case because it looks like the loud noise is coming from my CPU fan.  The power supply fan is working like normal.  I will try the ram experiment.

i have 2 dell desktop, pc model optiplex 330. both of this pc have the same problem stated above. the problem is when i switch on the pc from the front panel power button, the cpu fan and the cd rom are running, but the monitor is blank (no display). the 4 led light status is not blinking or flasing. no beeping also.

i had try disconnected any cable to the hd, cd rom, floppy, mouse, keyboard and others cable, leaving only the power supply cable and the rgb cable connected to the pc. but still no display when switch on.

i had also try change the RAM slot and change the RAM with new RAM. i had try change the power cable also

the 2nd pc with same model optiplex 330 and same problem stated above can turn on with a little trick. what i do is when the socket to the power cable is switch on, immediately i push on the power button at the front panel cpu. the computer can run normally and can be restarted normally. sometime the trick not work, i have to try many time to get the pc turn on.

Customer's Optiplex 330 did the same thing today; no beep codes (due to lack of on board speaker).  Solid/orange light on front of case indicates board or cpu.  I isolated every component not soldered down (RAM, HDD, Optical, etc).  Considering all the fans and lights on the MoBo were functioning, and no physical damage to the CPU was apparent, and the BSOD presented the "memory parity error; system halted" (meaning it's memory, graphics memory, or cpu and we've eliminated possibly CPU and RAM) my conclusion is that the problem resides in Graphics memory failure.  Considering the error message is very vague and generally insists "motherboard", the gpu in an optiplex 330 is integrated ON the board, lumping it all together.
