no. dell did not, does not, and will not allow overclocking by user.

Only the high end XPS systems can overclock (within the Dell branded system options).

Precision is a product line intended for business users, which value stability over squeezing out a few more % in performance, so overclocking has never been available in Optiplex or Precision systems as far as I know.
