Power button not engaging

I have the Dell Optiplex 760 and took it apart to see if I could reassemble it correctly, unfortunately the power button is not engaging correctly and only turns amber when powered up. I also do not feel it is seated in tightly yet I have tried to secure it with the proper screw. I noticed a sticky residue around the face of the led light buttons with a pad and wonder if this could be the problem
