Problem with BIOS

I don't know much about computers but I just installed windows seven from xp. When my computer boots up it goes to a black screen with a blinking underscore in the top left. When I click F2 it it takes me to the boot up window and I have to push escape then continue to get to windows. I tried resetting the system through the F2 window but every time I boot up my computer it gets hung up on that screen. I tried installing updates from Dell but nothing has worked. Do I need to reinstall a bios whole system? My computer is a XPS Dimension 700 by the way. Also the bios version I'm running is 1.4.1.
