Problems with USB Devices

I have Dimension 4300, Windows XP Home, Version 2002, Service Pack 2; BIOS Version A06.
 
Things that don't work: USB drives, USB CD-R, Microsoft Wireless Notebook Optical Mouse. There will be yellow exclamation marks in Device Manager. It doesn't matter if back or front USB slots are used.
 
Things that do work: 2 USB printers.
 
On the machine, I have a separate Windows 98 system using PartitionMagic. All USB devices work on Windows 98.
 
What could be the problem?

Since the devices work on the Win 98 partition, this sounds like a software issue.
You can try the generic fix for USB in XP.

Disconnect all USB devices except mouse/keyboard if you have those. Expand the list under USB in Device Manager. Starting at the bottom, right-click each USB entry, one at a time, and select uninstall. Work your way up the list until all USB items are gone. When you reboot, XP should reinstall the USB.

If that doesn't fix it, you may have to run a system file check.
Click start>run
type in: sfc /scannow
(space between sfc and /)
click OK

sfc will replace any damaged/missing XP files. It may ask for your XP CD, but don't put it in the drive until it asks.

Do these problem devices work under XP when no other USB device is connected (aside from keyboard/mouse)?

Is this a recent problem or has it always been this way? Have you installed any new software lately? If any of these devices have their own drivers, you may have to uninstall and reinstall the drivers.

I hope you can help me.  I checked out this post because my computer was not recognizing anything I plugged into my usb port.  I have a usb port camera that worked fine on my computer until about a month ago, and then whenever I plugged anything into my USB ports it said "new hardware detected" and then it could not install the new hardware.  I should note, though, that my usb printer worked this entire time. 

Well I checked out this post and some other ones and there were a lot of posts suggesting uninstalling the usb's in device manager.  I did just that, and when I booted back up the computer did not recognize the USB's, and I get "new hardware detected" "could not install new hardware" for my USB's.  I think I made my problem 1000x's worse.  I would appreciate any advice.

Did you disconnect all USB devices before uninstalling USB? Did you reboot the PC before reconnecting the printer?

Try doing a System Restore to a date before you uninstalled/reinstalled USB. That may get the printer running again.
start>help&support>undo changes...
follow the prompts and pick a date before you uninstalled USB.

Maybe you can get some help from the camera maker to get it working again.

I did a clean install of XP Home and everything is fine.

This computer came with ME preinstalled and later Dell mailed a XP Home update CD. I remember there was some hardware compatibility problem at the update stage.

With the clean install, XP was able to recognize all the hardward and installed all the drivers. No driver from Dell was needed.
