The number you see translates to an approximation of what the clock speed would be based on the older speed-only number - i.e., 3.8 GHz.

AMD uses different architecture than Intel so their chips run as fast as their Intel counterparts. This is why they had to come up with the AMD + numbering schema.
 
The actual AMD clock speed may be 2.4 ghz, but because the way it is designed (some say better) it performs equal to 3.8 ghz. CPU benchmarking has proved this.
 
You cannot compare GHZ ratings between AMD and Intel anymore.
