Chris,
You may have yourself a Sircam virus infection. Not being able to run .exe files is one of the effects of this particular virus if you have had NAV quarantine or delete infected files. The link above will take you to a page on Symantec's web site where a Sircam removal tool can be downloaded. It will run even though other executable files won't.

This is where I'd start working on a solution to the problem if I were you.

Thanks, but i found out it was the W32.Blebla.B.Worm, they say it is unlikely to run under Xp, but i noe beg to differ after i found all sympthoms of it and the auctual file. now to remove it.

Glad to hear you were able to track it down. I knew it had to be some virus. Sircam is the one that immediately came to mind based on the symptoms you said you were having.

Were you able to successfully clean Blebla?
