Download Spybot: Search and Destroy and Ad-Aware 6.  These programs find spyware that has been installed and possilbly clogging up your system.  Getting rid of all that garbage will probably help.  Then run windows disk cleanup and defragment the drive.  Beyond that, you could use msconfig to disable things from running when you start your machine but I've found that really isn't needed unless you have a pesky program that is causing this problem.  You could check your task manager (Ctrl+Alt+Dlt) and see if there is a program that is hogging your CPU.  If that doesn't work, I'd just start over and reformat your hard drive and reinstall Windows.  But then again, I am a pretty hasty person and kinda like installing things...  Hope this helps you out!
