If you have control of the clocks, you should be able to. The 9200 (at least some of them) have a clock generator for the FSB that can be set down to zero. I've never tried setting it lower than nominal, but it should work. At some point you may start to have memory refresh problems.

Depending on what version of Windows you're using and how old the application is, you might be able to use the OS "compatibility" mode to run older software.

Right-click the shortcut to the app, select Properties and click on Compatibility tab. Change settings there as necessary. Some times this works and some times it don't. ;)

Unless it's really old software, they stopped using clock speed to control software cycles a long time ago.

hehe
another reason i ask is that i found a program called DOSBox which is awesome for old games like lemmings
DOSBox has a thingy where you can adjust the # of processor cycles and i thought it was neat
so mostly i was curious if it could be done with the hardware along with software
but then i ask myself 'why do it with hardw when you can do it with softw
