Reconstructing Cache Metadata, etc. Computer will not boot.

This is a newish computer, I don't use it that much b/c I tend to use my laptop more. Nonetheless;

XPS 8700, i7, 32gbSSD, 2TB hard, win8(hadn't updated to 10).

I like to use sketchup on this computer given the power and mouse.... but found that the computer would not start.

Did find instruction to check hardware, long process and all came out clean.

I've added a picture of the screen that will stay for days if I leave it (literally).

I'm really hoping I can get an insight/tip here... so not looking forward to hours on the phone only to be told to send it in.
