Dell Data Safe Restore & Emergency Backup will only be available at the factory installed image.  If the copied image on the thumb drive contains factory image, the option of Dell data safe will be available while transferring factory image.

Once the system is formatted or if the copied factory image has corrupted files, the Dell data safe image will be deleted and there is no way that we can get it back.

I was able to get to the Dell Data Safe Restore by booting from the thumb drive. It gave me the option to recover files only or restore the system to how if came from Dell.
