Reinstalling memory module?

"If you have one memory module installed, reinstall the memory module and restart the computer.
  • If you have two or more memory modules installed, remove the modules, reinstall one memory module, and then restart the computer. If the computer starts normally, reinstall an additional module. Continue until you have identified a faulty module or reinstalled all modules without error.
  • If available, install proper working memory of the same type into your computer.
  • If the problem persists, see "Contacting Dell" in your Owner's Manual for instructions on obtaining technical assistance."

Those were among the suggestions from Dell to help me fix my computer. Only, I have no clue how to do any of that, especially since my computer won't turn on!

You do all of that without the computer on. You would likely destroy something if the power was on.

The service manual (support.dell.com) has very clear diagrams and instructions for removing and installing the memory. If after reading that you are still not comfortable, you might need to take the computer to Geek Squad (or equivalent).

Press/hold power button until it shuts off?

Pull the plug out of the wall?
