Are you sure you don't have any programs running in the background. Hit CTL-ALT-Delete and see what the list shows you that you are running. Click on all of them one at a time except Explore and Systray. Choose end task to shut each one of them down. At the end you should only have explore and systray running. Try scan disk again and see if it improves.
Option 2. Reboot and press CTRL-f5 while rebooting. This will get you into safe mode. Run scan disk and defrag in safe mode.
I have similar issue with Dimension 8100, Pentium 4. I get the "scan disk tried 10 times" message as well. Your solution of closing all background processes should work on any Dell system running Windows Millenium, no?
